Site HR Manager

Purpose of the job: 

Acts as an effective Business Partner by developing and implementing strategic and operational HR solutions within the framework of ALSTOM HR Strategy, could be also as an extension Alstom Operations through product lines to achieve business Quality, Cost and Delivery targets and acts as a change agent to support ongoing organisational and cultural changes.

Responsible for the deployment in an optimized manner the HR policies & processes for the Unit in line with the ALSTOM HR guidelines.


  • Support development & drive implementation of Global HR strategy at a Country/Site or site level in line with the (local) Business strategy
  • (Further) develop and ensure efficient implementation of global and local HR processes, policies and tools at a Country/Site level
  • Support, coach and counsel Line and Senior Management in all HR related matters, e.g. concerning HR processes and tools, leadership and organizational change and development
  • Mobility: Counsel Line and Senior Management and ensure efficient local implementation (coordination, compliance) on global mobility and delegation, applying the respective policies (LTAP, STAP, Local Plus)
  • Close cooperation with internal (e.g. Global HR Management, Payroll) and external interfaces
  • Champions the ALSTOM Code of Ethics and Values, promotes the interests and image of the company
  • Works closely with Employee services and contributes to the development and implementation of Country/Site HR Policies, in line with its business plans & requirements and ALSTOM HR Policy.
  • Analyze HR data so as to address issues pertaining to attrition, staffing, employee performance, training

HR Processes

  • Implements with the support from Employee Services, leads and monitors all HR processes for the defined client group (e.g. performance management process, salary review process, development, separation).
  • Provides coordination and support for management and employees to implement ALSTOM People Management Cycle (PMC) and self-service local deployment; ensures accuracy and timeliness of records.
  • Provides process follow-up and support, especially in terms of training and development planning collectively and individually.
  • Ensures data accuracy in Alstom HR Systems (ALPS…)

Planning and Budgeting

  • Works out detailed HC budget and respect personnel cost budget and training cost for his/her scope.
  • Responsibility to ensure periodic Work Force Planning, 3 Year Plan, Budget Reviews for scope.

Staffing & Reporting

  • Lead the recruitment process including job description and candidate profiles for all positions with active methods of winning over qualified people.
  • Follow business and local procedures regarding recruitment approvals
  • Lead employment process in line with legal requirements and ALSTOM procedures
  • Cooperate with external institution and firms in scope of staff recruitment and development
  • Ensure local headcount reporting and administrative record accuracy in ALPS

People Management Cycle

  • Drive people management processes (objective setting, development and improvement planning, know-how assessment, performance management, succession planning), facilitate & support management and employees in the implementation of the ALSTOM People Management cycle
  • Provide process follow-up & support, e.g. concerning collective & individual training / development activities
  • Support and advise Line and Sr. Management concerning disciplinary actions, counsel on aspects of local regulations and labor laws
  • Propose and validate compensation reviews (salary and bonus) and promotions
  • Ensure data record accuracy
  • Manage & facilitate Internal Mobility actions, growth within the organization (Alstom Level changes Viz promotions etc)

Industrial relationship & local legal regulation

  • Maintain adherence to local statutory compliance norms
  • Action with the support from Employee Services the legal proceedings, disciplinary actions as and when required for the Unit
  • Support in maintaining a constructive social relationship and environment

Educational Requirements

Mandatory:  University degree, majoring in human resources, psychology, business studies, social science or economy

Desirable: MBA /Certificate or diploma in business analysis



  • Minimum 5 year in a similar role as HR generalist in a Professional / Multinational / Multicultural environment; in-depth HR experience/knowledge
  • Working knowledge and experience in recruitment and selection, staff planning and labor cost budgeting skills
  • Solid understanding, knowledge & experience in HR Management tools, policies, processes & best practices
  • Good knowledge of the local labor laws
  • Fluency in English; any other language skills may be of advantage


  • Experience of HR operational aspects (Talent availability, Salary & Benefit, Legal/Labour Compliance, Income Tax, Social Context)
  • Understanding of financial concepts relevant to business P&L, Balance Sheet
  • Knowledge of region HR practices, key talent pool sources in region with competition
  • Exposure to various international delegation methodologies and assignment of staff
  • Exposure to People Soft and/or SAP locally used HR systems and tools
  • Experience in transport industry

Workshop/Line Manager

The main responsibilities the phases of the project execution, for the manufacturing activities belonging to the Line/Workshop are.

  • From TTM up to CGR, responsible for
    • Manufacturing contribution to
      • Industrial QCD Management,

      • Industrialization.

    • The complete scope of manufacturing activities for the product on the line/workshop, which also includes
      • Intermediate Handover (EPU level) including intermediate applied configuration (= as manufactured), self-inspections, dynamic checklist, NCR, rework, missing parts, waivers/deviations, incomplete operations, …
      • On time, closing of work orders in MES
      • Productive & Nonproductive hours booked in MES of all operators
      • Full APSYS deployment on the line/workshop
    • SQCD performance, and tracking the associated KPI
    • Continuous improvement of SQCD performance
      • Optimizations of workstations via application of APSYS Tools
    • Issues Management
      • Issues are raised in MES on time
      • Animation of corrective action issue (e.g. QRQC)
    • Organization of the execution of changes to the product, (if applicable)
    • Retrofit execution of first trains/products (if applicable)
    • 1st Train(s) /products Manufacturing Feedback to support functions in order to improve SQCD performance

Sourcing & Supply Chain Manager

Purpose of the job:

  • He/ She is the sourcing and Supply chain representative of the Site as member of the Site Management Committee: relays to Sourcing/Supply chain /Site any information or decision that could impact respective activities such as organizational changes, supplier difficulties, local/central instructions, Make or Buy decisions.
  • Acts as a facilitator between Sourcing and Supply chain Function and Site operational members
  • He/ She is the Sourcing and Supply chain accountable for Project execution


  • 10 years of experience in sourcing, Supply chain, project and operation
  • Sourcing professional background (at least 10 years)
  • Strong management experience of large multicultural team (at least 7 years)

Project Technical Manager

Key accountabilities:

  • Be the technical representative in front of customer and external stakeholders from NTP to end of warranty
    • Be responsible of any technical communications to the customer and external stakeholders such as contractors or consortium
    • Be accountable for the customer acceptance of the project solution
    • Organize Design Review with customer when necessary
  • Manage the technical scope of the project and deal with internal and external sub-systems interfaces, reaching the performances required
    • Raise the project technical risks and build the corresponding mitigation plan with the PrEM
    • Identify which are the applicable regulations in the customer country and ensure they are taken into account in project solution design
    • Build the input configuration base line with customer inputs for deployment of the solution by the DLU
    • Be responsible of the On-Shore project design and application engineering activities
    • Ensure reaching the contractual performances required
    • Approve all technical documents (including engineering, installation and T&C)
  • Coordinate with the project core team and Integrate the ALSTOM solution in the project
    • Provide all necessary technical inputs to the PrEM for deployment process application
    • Provide all technical documents to the project core team members for the industrialization, sourcing, installation, test and commissioning (Migration Plan, External Interfaces, Input for SyOCD, …)
    • Solve technical issues detected by different core team members with the collaboration of Design Leading Unit of each sub-systems
  • Controls the technical consistency through a strong engineering process management, quality, cost and delivery approach
    • Ensure complete application of all Engineering Processes
    • Contribute to claims and variation orders identification and development
  • Manage the project solution, meaning the customization and parameterization of the generic solution to meet Quality, Cost, Delivery and Performance commitments:
    • Supervise the Project Requirements Database (PRD) coverage and demonstration
    • Lead the global project Change Control Board (CCB) and Configuration Management, delegation to PrEM during design phase
  • During project warranty, coordinate actions to support resolution of pending technical issues following Project Warranty Manager (PrWM) requirements

Performance measurements:

  • Project QCDP (quality, cost, delivery on time and performance)
  • Customer approval about technical documents or other technical concerns of the project
  • Full coverage of contractual project requirements


  • 8 Years of professional experience in Engineering / Technical functions
